Loopholes in FSSA: Drinking water mfg units in Coimbatore closing down

Some 40 BIS-approved packaged drinking water manufacturing units in Coimbatore, are said to have either leased out their plants or on the brink of closure, as they are losing business to unscrupulous operators in the area who are offering cheaper but substandard alternatives by exploiting loopholes in the Food Safety and Standards Act (FSSA), 2006.

D Suresh Kumar, secretary, Coimbatore Region Drinking Water Manufacturers’ Association, claimed that out of the 108 members of the association, about 15 have already leased out their plants, and 27 have become sick and are on the verge of shutting down. Each of the plants are said to have spent at least Rs 1 crore in capital investment and Rs 1 lakh per annum for BIS (Bureau of Indian Standards) certification.

Explaining their modus operandi, Kumar said, “The unscrupulous players avoid the use of the words ‘packaged’ or ‘mineral’ drinking water to avoid meeting any standards, even though they supply the same product given by those adopting these words.”
